The 2015 final rule is substantially different from the rule EPA proposed on June 18, 2014. For example, a major change in EPA’s final rule is EPA’s establishment of uniform national CO2 emission performance rates for each of the two subcategories of electricity generating units—fossil-fuel-fired electric steam generating units (whether coal, oil, or natural gas) and stationary combustion turbines (natural gas combined cycle)—affected by the rule.
