EPA’s Clean Power Plan and Reliability: Assessing NERC’s Initial Reliability Review

[From an NRDC Press Release] A new consultants’ report says the Obama administration’s Clean Power Plan to cut climate-altering carbon pollution from power plants should pose no problems for maintaining the reliability of the electric grid. The report for the Advanced Energy Economy Institute by the highly respected Brattle Group, issued today, said that contrary to reliability concerns expressed last year by the North American Electric Reliability Corporation (NERC), compliance with the plan “will not come at the cost of reliability.”

John Moore, a senior attorney with the Sustainable FERC Project, issued the following statement:

“The NERC report far overstated the reliability issues of using more clean energy in the electric grid. Today’s rigorous analysis shows that the CPP’s measured shift towards renewable energy, its long lead time, and its flexibility will enable utilities and grid operators to cut carbon pollution without risks of blackouts or outages.”

The Sustainable FERC Project is a coalition of environmental groups focused on the Federal Energy Regulatory Commission and regional transmission and wholesale markets issues that is housed within the Natural Resources Defense Council…
