Endangered and Threatened Wildlife and Plants; Revisions to the Regulations for Impact Analyses of Critical Habitat

[From a Greenwire article by Phil Taylor, sub. req’d]  The Interior Department late last week finalized a rule to determine how and when it calculates the costs of setting aside critical habitat for endangered and threatened wildlife.

The new rule would codify the Fish and Wildlife Service’s policy of assessing only the incremental economic impacts of critical habitat designations, a policy favored by environmental groups and affirmed by most federal courts but opposed by some Republicans.

The rule also requires the agency to release a draft economic analysis at the same time as it announces a proposed critical habitat rule, rather than months afterward…
