Economic Analysis of Proposed Revised Waters of the United States

[E & E News PM article by Annie Snider, sub. req’d] An Obama administration rule proposal that would expand the reach of federal Clean Water Act oversight would have a net economic benefit of as much as $263.9 million a year, according to a document purported to be an administration analysis.

The document being circulated by environmentalists and first reported by Bloomberg BNA puts the annual cost of the regulation at between $133.7 million and $231 million and figures benefits ranging from $300.7 million to $397.6 million annually…

Benefits are calculated by valuing the ecosystem services such as habitat, recreational fishing and hunting, erosion prevention, and nutrient cycling provided by small streams and wetlands that would gain jurisdiction under the regulation.
