[PEN-e] The Congressional Research Service (CRS), the public policy research arm of Congress, just released its report titled, Changes in the Arctic: Background and Issues for Congress (August 1, 2012). The 92 page report authored by Ronald O’Rourke was written to provide an overview of Arctic-related issues including: climate change and loss of arctic sea ice; territorial claims and sovereignty issues; commercial sea transportation; oil, gas, and mineral exploration; oil pollution and pollution response; fisheries; protected species; indigenous people living in the arctic; polar icebreaking; search and rescue; the geopolitical environment; and U.S. military forces and operations.
