[From a Climate Wire story by Daniel Cusick, sub. req'd]  Three prominent think tanks are recommending that the Obama administration scrap the Department of Energy’s Loan Programs Office, whose reputation was tarnished by the 2011 Solyndra scandal. They want to replace it with a new “Clean Energy Deployment Administration” that would help leverage private financing for renewable energy projects.

At the same time, policymakers should triple current investment levels in research, development and demonstration (RD&D) projects such as those coordinated by DOE’s Energy Frontier Research Centers and Advanced Research Projects Agency-Energy to encourage the formation of regional innovation hubs and “to ensure a maximum return on federal investment” in such technologies…
