[From a Climate Wire article by Colin Sullivan, sub. req'd] A shift of greenhouse gas emissions into neighboring states from the Regional Greenhouse Gas Initiative (RGGI) has not taken place, despite rumors to the contrary, according to a senior official at the New York Independent System Operator.
Yet Gallagher found no proof that the price of compliance with the RGGI market had increased emissions elsewhere. He assessed electricity imports and exports between New York (a RGGI member) and Pennsylvania (not a member) from January 2007 to September 2010 and found no “statistically significant relationship” between RGGI compliance costs and CO2 output in Pennsylvania…
